The second mining ship you’ll get in Star Trek Fleet Command is the Envoy, and it’s a big improvement over the ECS Fortunate in every way.
It’s a tiny little ship that you’re going to be building over and over again, both as your primary miner (you’ll want at least three for regular use), and as a build-and-scrap ship.
Building the Envoy
It takes 30 blueprints to construct. You’ll need a level 16 shipyard, and have completed, “Unlock Envoy” research as well. You also can get more blueprints from hitting level 21+ ships.
It’s is the first ship in the game that you’re going to want more than one of, and they’re probably the easiest blueprints in the game to grind. You’ll want to head to the Elite Klingon Separatist systems of Rada Ban, Aesuri, and Koi Ran, and hit the level 22 ships there, over and over again. They have an amazing drop rate. It’s close to 90%, and not only will you get a lot of Envoy blueprints, but relocation tokens, interceptor parts, and more.

Upgrade Costs
Scrapping the Envoy
With apologies to the Stella, the Envoy is arguably the best build-and-scrap ship in the game right now. It lets you turn 2★ materials into 3★ materials, even gives you a couple of rares. You’re going to want to keep an Envoy building in the pipeline, building upgrading and scrapping as regularly as you can.
Using and Crewing
Given that you’ll have a pretty limited crew selection when you’re using it, this will be pretty straightforward. Your focus will be on the synergy of mining officers.

Background
The Envoy is essentially a smaller version of the Horizon, which first appeared in the appropriately-named Enterprise episode Horizon. It was the Mayweather family’s family business.
The ship was created as a CGI model, designed by John Eaves and built by Brandon MacDougall at Eden FX.
