The Vulcan Stonn first appeared in Amok Time in TOS. He was the rival for Spock’s betrothed, T’Pring. He’s one of the earlier officers you get in the game, but he gets more and more valuable the higher up you get. (And it’s not for mining ore).

Stonn’s Officer Ability – The Base Cleaning King
Stonn’s officer ability is “Pack Rat,” meaning he gives you a big bonus on the size of your ship’s cargo. Put him on your highest capacity ship, and watch the cargo capacity balloon. (Unfortunately, Pike’s. On my Antares, he increases the capacity from about 1.2 million to 1.6 million.
For long-distance raids, go with Stonn, Helvia, and Domitia to max your warp to and from your target. This set-up for me (with Survey Warp 4 and Warp Technology 7) gets the normal warp speed of 5.6 to an incredible 14.5. That can take minutes off your time, and greatly increase your raiding speed.
For impulse raids (in-system), put Klaa as captain, and any synergy Glory in the Kill officer to speed up your ship. He speeds up the ship from Impulse Speed 75 to Impulse Speed 98.
Or, for a new impulse raiding crew, you can use Pan, and a synergy Augment officer to boost the speed even more. From 98 to 101.
Trivia
Stonn was portrayed by the late Lawrence Montaigne, who was back for his second Star Trek appearance. Right now, he’s the only character in Star Trek Fleet Command to have played two of the officers – having also portrayed Decius in Balance of Terror. He was friends with Steven McQueen, with whom he starred in The Great Escape.
