Frequency Modulators are the required items to upgrade the USS Franklin. They’re obtained by defeating swarm ships, by completing swarm daily goals, and occasionally through alliance swarm events.
They can be found in your inventory with the other Grade 3 materials.
Fully upgrading a Franklin will cost you over 20 million Frequency Modulators.
