The Basics
Decius is a Rare science officer in the Romulan Patriots crew.
Decius was the first Romulan ever to appear onscreen on Star Trek, and the first one ever to be given a name. He did both of those in the first season episode, Balance of Terror.
Captain’s Maneuver
Reckless – When fighting a ship with a bigger Strength, Decius increases Accuracy, Armor Piercing, and Shield Piercing of the ship by 10%.
You can back Decius up with a Romulan Patriots crew on your best Interceptor of Charvanek with her armor-piercing bonus, and Mirek for an effective anti-Fed battleship crew, or replace Mirek with L’Nar to go after Klingon Battleships – particularly mission bosses.
Officer Ability
Honor Guard – Every time the ship gets hit, Decius increases its Weapon Damage by (6%, 7%, 8%, 9%, 10%)
Decius’s officer ability makes him an extremely interesting choice for Armadas and any other situation in which you anticipate a long battle. This makes him similar to Khan, who increases the chances of a critical hit every time the ship is hit.
He’s a good 3rd officer to go with a Morale crew with Kirk and Spock or a Burning crew of Kumak and Nero. Also, combine him with Carol Marcus, and her attack ability, for an increased effect.
This officer ability is worth spending officer badges to improve.

Lawrence Montaigne Trivia
Decius was portrayed by the late Lawrence Montaigne, who was back for his second Star Trek appearance. Right now, he’s the only character in Star Trek Fleet Command to have played two of the officers – having also portrayed Stonn in Amok Time. He was friends with Steven McQueen, with whom he starred in The Great Escape.
